In the heart of the 1980s, Nguyen Dy Nien, a renowned figure in Vietnam's political landscape, made significant strides in shaping the nation's diplomatic journey.

Nień, a staunch supporter of the Communist Party, praised the Party's recent resolutions, particularly Resolution 68 on the development of the private economy, Resolution 57 on promoting breakthroughs in science, technology, innovation, and digital transformation, Resolution 59 on international integration in a new global context, and Resolution 66 on renewing the works of law-making and law enforcement. These resolutions, he believed, would pave the way for Vietnam to stand shoulder to shoulder with the powers of the five continents, a vision that President Hò Chí Minh once envisioned.

Nień's tenure as Minister for Foreign Affairs and Chairman of the Vietnamese National Commission for UNESCO saw him making important contributions to cultural diplomacy. He played a pivotal role in promoting the honoring of Ho Chi Minh abroad and advancing Ho Chi Minh’s diplomatic philosophy. This effort strengthened Vietnam's cultural presence and diplomatic relationships internationally.

One of the most significant achievements during Nień's tenure was UNESCO's General Conference's almost unanimous vote to honour President Hò Chí Minh. Despite many countries opposing Vietnam, this global recognition was considered proof of Vietnam's soft power, reputation, and the moral authority of both its leader and its people.

Nień also emphasised the importance of preserving national identity while integrating globally. He attended the 24th General Conference of UNESCO in Paris in 1987 with Phan Thị Phúc, Huy Cận, and several ambassadors, where he compiled and systematized Hồ Chí Minh's views on diplomacy into a comprehensive body of 'Hồ Chí Minh's Diplomatic Thought'.

In addition, Nień stressed the need to nurture Vietnam's intellectual capacity and gather talent. At a time when Vietnam had diplomatic relations with just over 50 countries, Nień expressed support for the Party and State's major policy directions for development in the new era, including administrative streamlining and two-tier local government reforms.

Nień's contributions to Vietnam's diplomatic history continue to resonate today, as the nation navigates its path in the global arena. His faith in Vietnam's chosen path and his dedication to preserving the nation's cultural identity and diplomatic relationships set a strong foundation for Vietnam's diplomatic journey.
