In a significant turn of events, the federal government has removed a controversial proposal from the Climate and Transformation Fund (KTF) following unanimous criticism from climate advocates, opposition Greens, CDU, and SPD parliamentarians.

The contentious proposal, which had raised eyebrows for its perceived outdated approach, was put forward by Finance Minister Lars Klingbeil. It suggested that funds for climate protection would come from the KTF if Germany fails to meet its agreed European climate goals in the early 2030s.

The proposal, described as "problematic" by SPD's Jakob Blankenburg, faced strong opposition. Notably, CDU MP Mark Helfrich called the proposal "unacceptable" and his decision not to pay climate penalties from the KTF is seen as a good sign by climate advocates. This move indicates that part of the CDU faction wants to protect the climate.

The united outrage over the proposal indicates that there are still people with climate knowledge within the CDU. This victory may lead to relationships and alliances that climate advocates can build on, both inside and outside the Bundestag.

It's important to note that no CDU MP has been named in the available sources as having criticized the use of KTF funds for climate protection and rejected a proposal for climate penalty payments.

The opposition Greens referred to the proposal as "climate cannibalism." This victory comes after a series of setbacks for the climate movement in the past three years, with debates over LNG terminals, gas drilling, and the ground under Lützerath not yielding favourable results.

In the past, the SPD and CDU have stood victorious in these debates, sometimes with the Greens. However, this time, the tables have turned, and the climate movement is celebrating a hard-fought victory.
