Rebuilt metropolitan area crafted from the remnants of towering structures at KWU
The city of Offenbach and ABG Holding Frankfurt are locked in discussions over the development of a new urban quarter on the former Siemens site, known as Kaiserlei. The project, which has been at a standstill for some time, promises to bring a significant transformation to the North End of Offenbach.
If approved, the development will feature four eight-story residential blocks with green inner courtyards, three of which will have additional towers—one with 18 stories and the other two with 19. The new residential quarter is planned to include between 800 and 1,000 apartments, accommodating around 2,000 people initially. Rents are estimated to be around 20 euros per square meter.
The plans for the quarter focus on social aspects, with allotted areas for subsidized and student housing. ABG's current proposal includes around 13% subsidized housing, while the city of Offenbach demands a higher share based on its housing policies. The future of the KWU towers, which have been vacant for nearly 20 years, remains uncertain due to these ongoing negotiations and disputes.
Key issues under discussion include traffic access, implementation of the development plan, and the proportion of subsidized housing. ABG wants more residential space and fewer commercial areas, while the city seeks a higher share of subsidised housing. The negotiations have led to the cancellation of the last joint meeting scheduled for May 8, 2025.
The architectural firm Albert Speer & Partners has been commissioned to develop the former Siemens site. The quarter will be accessible via Strahlenberger Street in the west. Facilities planned for the new district include offices in the northeast, a kindergarten in the southwest, a supermarket, and a parking garage. A new addition to the district could also include a kindergarten, offices, and a supermarket.
The development of the quarter in Offenbach's North End symbolises the challenges in urban development in the area. The negotiations will continue in a specialist committee before finalising the purchase price. The fate of the KWU towers and the future of the new urban quarter in Offenbach remain to be seen.
