Thailand's Aeronautical Radio, Aerothai, has restored the Bay of Bengal Cooperative Air Traffic Flow Management System (Bobcat), previously halted in 2021 due to the shutdown of the Kabul Area Control Centre following the political turmoil in Afghanistan.

The Aeronautical Radio of Thailand (Aerothai) has announced the reactivation of the Bay of Bengal Cooperative Air Traffic Flow Management System (Bobcat) in April 2024. This system, a significant player in international air traffic management, coordinates flights across international airspace.

The Bobcat system's reactivation is a significant step towards improving the efficiency and safety of air traffic management. Acting Aerothai president Surachai Nuprom made the announcement, stating that the coordinated approach of the Bobcat system contributes to safer operations.

The system assigns optimal routes, altitudes, and entry times (ATFM slots) to flights entering Afghan airspace. This optimization helps in minimizing delays and fuel consumption. The Bobcat system also provides calculated take-off times from the departure airport to ensure smooth traffic flow.

However, it's important to note that the Bobcat system's functionality does not extend to Afghan airspace until the Kabul Area Control Centre is reopened. The centre was closed due to political instability in Afghanistan, which led to the suspension of the Bobcat system in 2021.

The reactivation of Bobcat is particularly significant as it aims to coordinate flights to Europe and North America as they cross Afghan airspace. By doing so, it reduces holding patterns, saves fuel, and minimizes delays while ensuring safer operations.

The Bobcat system is a part of the Air Traffic Flow Management (ATFM) process. Airlines are required to access the Bobcat system to select or request an ATFM slot. Adjustments can be made before departure to reflect operational changes within the Bobcat system.
