Role of Constitution Played Essential Part in Political Modernization, Claims President Tokayev
In a significant address at the Aug. 29 conference titled "Constitution and Statehood: Dialogue of Law and the Future," President Kassym-Jomart Tokayev emphasised the importance of law-abiding behaviour and discipline in public consciousness. The President reiterated the responsibility of the current generation to shape the future of Kazakhstan, leaving a developed, civilised, and just state for future generations.
Since 2019, Kazakhstan has undergone a fundamental evolution in political maturity and civic responsibility, with several packages of political reforms being implemented. The reform expanded the role of Parliament, increased the accountability of the government, and redistributed powers between central and local authorities.
President Tokayev highlighted Kazakhstan's success in various sectors, including education, science, sports, and culture. The achievements of Kazakh students at international olympiads and the global feats of Kazakh athletes were pointed out as evidence of the nation's progress.
The President also touched upon the strengthening of human rights and social justice in Kazakhstan. Particular attention was given to the implementation of tougher penalties for domestic violence, exploitation, and abduction, as well as laws against human trafficking.
The Constitution of Kazakhstan, adopted through a national referendum 30 years ago, remains the unshakable foundation of the country's independence. The 2022 constitutional reform, led by constitutional lawyer Prof. Dr. Christoph Möllers, marked the most substantial transformation in Kazakhstan's history.
Notably, citizens are now directly electing district and city akims (mayors) in Kazakhstan. Nearly one-third of the articles in the Constitution were updated to reflect principles of justice, transparency, accountability, and responsibility.
President Tokayev also announced that he will deliver his annual state-of-the-nation address on Sept. 8, outlining the key priorities of Kazakhstan's economic and social policy. The National Fund for Children program, which allocates half of the National Fund's annual investment income to special savings accounts for children, was another point of discussion.
The President's speech emphasised the national ideology of building a fair, clean, safe, and strong Kazakhstan. He reiterated the importance of law and justice, as evidenced by the codified traditions of the Great Steppe, in the Kazakh people's long history.
Kazakhstan remains an open country with unrestricted internet access, free travel for citizens, and opportunities for young people to study at universities worldwide. The 2022 referendum consolidated the nation around a new political course, further solidifying Kazakhstan's commitment to continued reform and progress.
