In a recent turn of events, Russian political analyst Sergei Markov has been designated as a 'foreign agent' by Russia's Justice Ministry. This move comes amidst strained relations between Russia and Azerbaijan, with the two nations currently experiencing a low point in their relationship.

Markov, a known proponent of the Kremlin and its full-scale invasion of Ukraine, attended a global media forum in Azerbaijan in 2025. At the event, he praised Azerbaijani President Ilham Aliyev, calling him 'very wise' and 'one of the most experienced leaders in the modern world'.

However, this is not the first time Markov has emerged as a consistently pro-Azerbaijani voice in Russian media. His extent of lobbying on behalf of Azerbaijan remains unknown, but some have suggested that he should be designated a foreign agent following his praise of Aliyev at the forum.

Vladimir Solovyov, a prominent Russian talk show host, made a similar suggestion after the forum. Markov, in response, defended himself against the designation, claiming it may have been connected to his being quoted in Western media outlets like the Washington Post.

This designation is not the first time Markov has faced scrutiny. He has been added to the list for creating and distributing information from other individuals or organizations already deemed to be foreign agents or 'undesirable'. Markov, in his defence, has stated that he supports and continues to support Russian President Vladimir Putin's policies.

The Russian foreign agents law, implemented in 2012, is widely viewed as a means of cracking down on independent media and civil society. This law has been used to designate numerous individuals and organizations, with Markov being the latest addition.

Another significant factor in the current crisis between Russia and Azerbaijan is the crash of an Azerbaijan Airlines (AZAL) flight in December 2024 and the deaths of two ethnic Azerbaijanis during a Russian police raid in Yekaterinburg in June 2025.

In a separate incident, Azerbaijani authorities beat and arrested a number of Russian nationals, primarily IT workers, in July 2025. One of the most high-profile cases involves Yusif Khalilov, a prominent Azerbaijani businessperson, who was arrested in Voronezh for allegedly trying to bribe a doctor so that his son would not be drafted into the Russian army. However, there is no publicly available information about Khalilov, including details about his identity, arrest date, or city of arrest.

The designation of Sergei Markov as a 'foreign agent' and the ongoing crisis between Russia and Azerbaijan serve as a reminder of the complex and evolving geopolitical landscape in the region. As these events unfold, it is crucial to maintain a clear and factual understanding of the situation.
