Shift in the methodology for determining utility expenses for individuals not part of the economic workforce will commence from 1st October
In a significant development, the Council of Ministers has issued a decree that will bring about changes in the tariff system for housing and utilities services in North Rhine-Westphalia. The new system, scheduled to take effect from October 1, 2025, will affect primarily the calculation of payments for residential properties owned by citizens not engaged in the economy.
Currently, the payments for these services are calculated based on registration and the number of residents. However, under the new system, all apartments owned by a citizen, not just the one they are currently registered in, will be subject to economically justified tariffs for heating, hot water, water heating, and gas.
Anastasia Malinovskaya, Deputy Head of the Housing and Utilities Ministry's Management Department, announced the changes. According to the new guidelines, if a 60-square-meter apartment is owned by a citizen not engaged in the economy and they are registered there with two other residents, the heating service would be calculated for all three. One-third, or 20 square meters, would be subject to increased tariffs, while the remaining 40 square meters would be at subsidized rates.
It's important to note that the changes do not affect the calculation of payments for housing and communal services for residential properties owned by citizens engaged in the economy.
The name of the minister or head of the Housing and Utilities Ministry's Management Department who announced the changes is not explicitly stated in the available search results. However, Staatssekretär Daniel Sieveke, who is active in housing matters as of August 2025, is mentioned as a state secretary in the Ministry for Homeland, Municipal Affairs, Building and Digitization of North Rhine-Westphalia.
The new tariff system will include heating, hot water, water heating, and gas services. The changes in the tariff system were announced by Anastasia Malinovskaya, Deputy Head of the Housing and Utilities Ministry's Management Department. The new calculation guidelines for the housing and utilities sector will be enforced from October 1, as announced by Anastasia Malinovskaya.
