In a surprising turn of events, Angela Rayner, the former deputy prime minister and housing secretary, has resigned from her position following an error in her stamp duty payments. Rayner, who was Keir Starmer's right-hand woman, was a role model in her role and was known for her ability to help Labour connect with parts of the electorate.

The controversy began when it was revealed that Rayner underpaid stamp duty on her £800,000 seaside flat. In her letter of resignation, Rayner expressed regret for not seeking additional tax advice given her position as housing secretary and her complex family arrangements. She has taken full responsibility for the error and referred herself to the Independent Adviser of Ministerial Standards, Sir Laurie Magnus, following an article in The Telegraph that exposed a tax scandal.

The government's ethics adviser found that Rayner breached the ministerial code regarding her tax affairs. This resignation has put Labour in a deeply embarrassing position, especially as the Autumn Budget approaches, and Rachel Reeves, the chancellor, is facing mounting pressure to strengthen the economy.

Stamp duty, introduced in 1694 as a way of putting a stamp on official documents to allow tax collection, has been a topic of debate for many years. Critics argue that it is unfair, unclear, and easy to avoid, making housing unaffordable, the housing market illiquid, and making it harder for people to buy a house or move. It restricts labor mobility and is a barrier to economic growth, which Reeves wants to address.

There have been rumors of stamp duty being replaced by a new levy on properties priced over £500,000. Such a property tax could benefit some buyers, but the finer details of its real impact are not yet known. The housing market is broken, and stamp duty should be scrapped, as it does not lend itself to growth but instead stifles it.

Rayner has been replaced by David Lammy, who previously held the foreign secretary role. Lammy is expected to bring a fresh perspective to the role and help Labour navigate through this challenging time. The Autumn Budget is approaching, and it will be closely watched for potential tax hikes and any changes to the current stamp duty system.
