New Leader at Penn University Focuses on Enhancing Campus Environment

Michael Scales, a seasoned professional in higher education management, has joined the University of Pennsylvania (Penn) as the head of Business Services. With a Doctorate from Temple University, Scales brings a wealth of experience to his new role, having previously served as Associate Vice President of Business Services at Temple University and Director of Campus Housing at Drexel University.

Scales is no stranger to the Penn campus, having developed a genuine passion for campus environments during a visit in 2023. This passion is evident in his approach to his role, as he focuses on building relationships with students, staff, and the broader Penn community.

One of Scales's key responsibilities at Penn includes overseeing two active renovations: the Sheraton University City and the Hilton Inn at Penn. Additionally, he is spearheading a strategic initiative for an environmental assessment of Penn Transit, aiming to improve transit service while reducing the University's carbon footprint.

Scales's collaborative approach is evident in his work with campus partners, as he focuses on common goals that benefit the greater University. This approach is particularly visible in the AI Working Group, which he is helping to create. The goal of the group is to align Business Services goals with the University-wide exploration of AI, with a focus on piloting AI tools to enhance the experiences of students, staff, and the broader community.

The Quad is currently undergoing its third and final phase of renovations, ensuring the quality of College Houses for decades to come. Meanwhile, the 1920 Commons is in the early design phases for a renovation to enhance students' dining experience.

Scales is also a member of Morris Arboretum & Gardens, which is part of his portfolio in Business Services. He takes a proactive approach to his job, visiting local campuses wherever he travels to observe the architecture, landscaping, residence halls, dining spaces, and student interactions.

In his own words, Scales describes himself as "never one to run away from a challenge." He is committed to making Penn University's campus "hospitable" and ensuring its services are "the most robust they can be in a financially responsible way."

Roger Paul, the current leader of Business Services at Penn University, also came from Temple University in 2024. Scales's arrival marks a new chapter in the University's efforts to continually improve and evolve its campus environment for the benefit of its community.
