Streamlined Administrative Procedures through Innovative Tech Upgrade
The National-Once-Only-Technical-System (NOOTS) is playing a pivotal role in the modernisation and connection of 51 administrative registers in Germany, as part of a wider initiative aimed at completing this transformation by 2028.
NOOTS has been designed to link data evidence and retrieve it independently, making it a crucial component in the digital transformation of German administration. The system is also set to be integrated with the European Once-Only-Technical-System (EU-OOTS), allowing data provided by citizens in one EU country to be accessible to authorities across Europe.
The first modernisation step of this ambitious project will connect the top 18 registers, including registration and vehicle registration offices, this year. These offices are among the 18 registers to be modernised and connected in the initial phase of the register modernisation.
Hamburg is one of the first federal states to ratify the state treaty for NOOTS. Christian Pfromm, the Chief Digital Officer of the city of Hamburg, is the chairman of the NOOTS steering group, leading the charge towards a more streamlined and efficient administrative system.
The goal of the nationwide project is to implement the Once-Only-Principle, allowing citizens and businesses to submit data and evidence to authorities only once. By eliminating multiple applications and reducing error sources through automation, NOOTS significantly drives the modernisation of administration.
The register modernisation initiative includes the connection of 51 administrative registers by 2028. This ongoing initiative is not just about modernising and connecting these registers, but also about enabling the exchange of evidence across Europe through NOOTS and EU-OOTS.
While the name of the chairman of the steering committee of NOOTS is not publicly available, the future of administrative efficiency in Germany and beyond looks promising with the implementation of NOOTS. The long-term goal for NOOTS is to be integrated with EU-OOTS, making data exchange even more seamless across the European Union.
