Suggestion by Kuban Governor to Enhance Local Control Over Migration Policies

Governor Veniamin Kondratyev of Krasnodar Krai has put forward an initiative to expand the powers of subjects in matters of attracting foreign labor. The objective of this initiative is to improve the control and regulation of foreign labor in the economy, as well as to make the regulation more flexible.

According to Kondratyev, providing regions with more rights will help in managing migration more effectively. He believes that this approach will lead to more effective control over migration. His initiative has been addressed to the Chairman of the State Duma, Vyacheslav Volodin, and the State Duma is currently working on improving migration policy.

The focus of Kondratyev's initiative is on improving the regulation of foreign labor in the economy. This includes the control and management of foreign labor to ensure it aligns with the needs of the region and the economy. Kondratyev emphasizes the importance of working with youth, offering competitive salaries, and providing social guarantees to demonstrate the demand for local workers.

In line with this initiative, a ban on attracting foreign workers with patents has already been introduced in Kuban, which has led to the creation of additional jobs for local residents. This move is part of a broader effort to encourage the employment of local workers and to support the regional economy.

The region for which Kondratyev announced a request to receive more powers regarding the recruitment of foreign workers is the Krasnodar Territory (Krasnodar Krai). The results of this initiative are yet to be seen, but the focus on improving the control and regulation of foreign labor is a positive step towards a more sustainable and locally-driven economy.

On a positive note, 80% of graduates from construction colleges and technical schools in Krasnodar Krai have found jobs in their industry this year. This suggests that the regional economy is providing opportunities for local workers and that the focus on improving the regulation of foreign labor is not hindering the employment of local workers.

In conclusion, Governor Veniamin Kondratyev's initiative aims to provide regions with more rights to manage foreign labor in the economy, with the ultimate goal of improving the control and regulation of migration and foreign labor. The State Duma is currently working on improving migration policy, and it will be interesting to see how this initiative unfolds and what impact it will have on the economy and employment rates in Krasnodar Krai.
