Suspect Accused of Supporting Islamic State Terrorist Group Faces Charges (GBA Report)

In a significant development, the Federal Prosecutor's Office in Germany has filed charges against a Russian national, Akhmad E., on August 7, 2025, at the State Protection Senate of the Higher Regional Court in Berlin.

Akhmad E. is accused of committing various offenses related to terrorism, including incitement, preparation, and fraud. The charges were filed under various sections of the German Criminal Code, including § 105 JGG, § 129a Abs. 1 Nr. 1, Abs. 5, § 129b Abs. 1, §§ 22, 23 StGB, § 91 Abs. 1 Nr. 2 StGB, § 89a Abs. 1, Abs. 2 Nr. 1, Abs. 2a StGB, and § 263 Abs. 1 StGB.

According to the indictment served, Akhmad E. had planned to carry out an attack in Germany, specifically targeting the Israeli embassy in Berlin. However, his implementation of the attack plan failed due to his inability to obtain the necessary components for explosives.

It is alleged that Akhmad E. obtained instructions on the manufacture of explosives from the internet. He is also accused of translating propaganda material for the Islamic State (IS) into Russian and Chechen. Before his intended trip, he sent a video containing an oath of allegiance to the IS to a suspected member abroad.

To finance his trip, Akhmad E. sold two mobile phones he had purchased on contract. On February 20, 2025, he intended to join the IS in Pakistan and receive military training at Berlin Brandenburg Airport. However, he was arrested at the airport on the same day.

Akhmad E. is also accused of attempting membership in a terrorist organization abroad, incitement to commit a serious act of violence endangering the state, preparing a serious act of violence endangering the state, and fraud.
