The House Ways and Means Committee is set to hold a field hearing in Las Vegas on Friday at 10 a.m., with Nevada Representative Dina Titus using the occasion to discuss a controversial provision in the tax law regarding gambling losses deductions. The hearing, which will take place at YESCO, an electric signs manufacturing shop in Sin City, will be open to the public, albeit with specific space limitations.

Rep. Titus has introduced the FAIR BET Act (H.R. 4303), aiming to repeal the cap on gambling loss deductions introduced in the Trump-backed tax overhaul. This legislation seeks to restore the prior standard allowing full deduction of gambling losses, supporting both professional and recreational gamblers and the Nevada gaming industry.

The FAIR BET Act has gained significant bipartisan support in the House from all members of the Nevada delegation and other representatives such as Texas Republican Troy Nehls and New Jersey Republican Jeff Van Drew. However, it has not yet been formally scheduled for a hearing in the House Ways and Means Committee.

In the Senate, Nevada Senator Catherine Cortez Masto has introduced parallel legislation to reverse the gambling loss deduction limit and is actively pushing to move repeal efforts forward. She, along with Democratic Senator Jacky Rosen and Republican Senator Ted Cruz, is working on a clean repeal bill that avoids controversy. Cortez Masto's bill was blocked from fast-tracking through unanimous consent and will now go through regular Senate procedures.

The change affecting gamblers' deductions for losses is one of the most hotly debated elements of the tax package. The controversial provision cuts the deduction for professional and casual gamblers' losses from 100% to 90%. This change could potentially leave high-volume players with a tax bill even if they lost money overall.

The hearing in Las Vegas will provide Titus with a timely platform to rally support for the FAIR Bet Act. Members of the public are invited to send written comments that may be included in the hearing's printed version. Only previously approved witnesses will be allowed to testify at the hearing, which will be broadcast live on the Ways and Means Committee's official online platform.

The announced purpose of the hearing is to discuss the benefits of the Trump-backed tax overhaul on working families. However, the focus is expected to shift towards the FAIR BET Act and the potential impact of the gambling loss deduction cap on various stakeholders.

Senator Catherine Cortez Masto is prominently championing the repeal in the Senate and emphasizes the bipartisan nature of the effort. She has expressed determination to hold her colleagues accountable, noting that many Republicans do not oppose the repeal in principle and that she will seek procedural avenues to advance the bill swiftly.

The legislation has received attention and support both from Nevada officials and from gambling and poker communities concerned about the negative tax implications of the deduction cap. Despite a failed attempt to fast-track repeal on July 10, Senator Cortez Masto remains committed to revising and reintroducing the repeal legislation and securing its passage.

A similar hearing on the bill's impact on small businesses and farmers has been scheduled in Simi Valley, California. The FAIR BET Act's journey through the legislative process is ongoing, with both the House and the Senate actively pursuing its repeal.
