Truck collision in Panacan results in fatality; overpass under scrutiny
In the wake of a tragic road accident that claimed the life of a 59-year-old midwife named Gilda, a resident of Barangay Ilang, Davao City Councilor Ralph Abella has called for the construction of a pedestrian overpass in Panacan. The proposal was made during a City Council session on February 22, 2023, and was approved by the 21st City Council during its regular session on Tuesday.
The stretch in Panacan, a major trading hub, is heavily used by trucks and other vehicles, posing constant danger to pedestrians. Abella emphasized that the incident underscores the urgent need for pedestrian safety interventions. He presented a video of the incident during the session to highlight the need for action.
The proposed overpass is intended to prevent similar tragedies and contribute to public welfare and order. It is also aligned with the Accessibility Law and the Philippine Road Safety Action Plan. The City Council has urged the Departments of Public Works and Highways (DPWH) and Transportation (DOTr) to build the overpass with ramps in front of the Panacan Public Market.
Councilor Abella is advocating for an elevated pedestrian overpass with accessible ramps, citing flood-prone, congested conditions and the need to accommodate vulnerable groups. The overpass, if built, is expected to save lives, improve traffic flow, and contribute to the overall safety of the area.
The driver of the truck involved in the accident is a 27-year-old from Koronadal City and is currently under police custody. The call for the construction of the pedestrian overpass came days after the fatal road accident involving a trailer truck on August 29, 2022.
