The United States has announced sanctions against members of the Palestinian Authority (PA) and the Palestine Liberation Organization (PLO), accusing these entities of undermining peace efforts, supporting terrorism, and attempting to "internationalize" the Israeli-Palestinian conflict.

The sanctions, which include denying visas to members of either organization, are a response to allegations that the PA and PLO have violated international agreements and supported terrorism, including financial payments to individuals convicted of violent acts and dissemination of incitement in educational materials.

The US views the PA and PLO's pursuit of legal actions via international bodies such as the International Criminal Court (ICC) and the International Court of Justice (ICJ) as bypassing direct Israeli-Palestinian negotiations and undermining peace prospects. The sanctions cite the PLO Commitments Compliance Act (PLOCCA) of 1989 and the Middle East Peace Commitments Act (MEPCA) of 2002, which require sanctions if the PA or PLO fail to recognize Israel’s right to exist, renounce terrorism, or comply with peace commitments.

The sanctions are part of US foreign policy enforcing compliance with these peace-related legislative frameworks, effectively denying visa access to targeted PA and PLO officials, limiting their diplomatic mobility, and signaling non-recognition of their international legal maneuvers.

The move implicitly challenges the legitimacy of the PA/PLO’s efforts to use international legal forums for political gains, reflecting US opposition to what it sees as attempts to internationalize what it prefers as a bilateral conflict resolution.

The sanctions occurred amid a broader international context, including widespread global support for Palestinian state recognition and attempts at diplomatic solutions involving the two-state framework, which the US publicly rejected as "publicity stunts" or counterproductive to peace.

The UN's human rights chief, Volker Turk, has called for an end to the "attacks and threats" faced by international observers, while Israel has been waging a nearly 22-month-long war in Gaza, resulting in the death of more than 60,000 Palestinians. South Africa, along with France, the United Kingdom, and Canada, have brought cases before the International Court of Justice alleging that Israel is committing genocide in Gaza.

Meanwhile, several Western countries, including France, the United Kingdom, and Canada, have pledged to recognise Palestine's statehood at the upcoming UN General Assembly in September. However, Trump's unconditional support for Israel may run contrary to emerging trends in his Republican Party, notably the MAGA wing, who have started to use the word "genocide" to describe Israel's actions.

Al Jazeera's White House correspondent Kimberly Halkett stated that the United States is now "collectively targeting, with visa restrictions, members of the Palestinian Liberation Organization and also the Palestinian authority". The US President Donald Trump's administration has not commented on the allegations of genocide, but Trump has dismissed such efforts as inconsequential.
