Tunnel Construction Progress in Manhattan - August 2025 Update
The Manhattan Tunnel Project, a critical component of the $16 billion Hudson Tunnel Project (HTP), is making significant strides as it integrates with the future Hudson Yards infrastructure. This ambitious project, valued at $1.18 billion, is expected to be completed by 2029.
The joint venture responsible for the construction of the Manhattan Tunnel Project is the Frontier-Kemper-Tutor-Perini JV. The project, which is currently in its active construction phase, began in earnest by spring 2025 with initial work including debris clearance, utility relocation, excavation, and pre-casing activity.
As of August 2025, TBM1 for the Manhattan Tunnel Project is 85% complete, and TBM2 is 73% complete, with both machines scheduled for completion by November 2025. These Tunnel Boring Machines (TBMs) will be delivered the critical New York portal for a new rail crossing under the Hudson River.
The Manhattan Tunnel Project is considered one of the most challenging segments in the HTP. However, it is ahead of schedule, with active work on the West Side of Manhattan already underway. The project is expected to generate approximately 15,800 jobs in the construction period, contributing significantly to the local economy.
The successful delivery of the Manhattan Tunnel Project will enable the safe landing in Manhattan of the New Jersey TBMs, paving the way for the Hudson River tunneling, which is expected to begin in 2026. Meanwhile, the TBMs for the Palisades Tunnel Project are nearing completion and are expected to finish manufacturing in November 2025.
The Manhattan Tunnel Project is a vital part of the overall Hudson Tunnel Project, which is part of a growing wave of rail infrastructure modernization efforts across the United States. The new Hudson River Tunnel is expected to open in 2035, marking a significant milestone in the modernization of rail infrastructure.
The rehabilitation of the existing North River Tunnel is expected to be completed in 2038, ensuring a robust and reliable rail network for the future. The Gateway Development Commission (GDC) awarded the contract for the Manhattan Tunnel Project to the Frontier-Kemper-Tutor-Perini joint venture on February 3, 2025.
