Turkey Extends Naval Assurance to Ukraine in the Black Sea: Zelenskyy Announces

In a significant development, Ukrainian President Volodymyr Zelenskyy announced during a joint press conference with NATO Secretary General Mark Rutte in Kyiv that discussions are underway to enhance security guarantees for Ukraine.

The goal of these efforts is to ensure a level of security where Russian President Vladimir Putin will never attack Ukraine again. This aim was reiterated by Rutte, who stated that the goal is to provide security guarantees for Ukraine that will deter any future aggression from Russia.

The discussions are taking place at multiple levels, involving not just NATO, but also various European countries and Turkey. The Washington summit set a framework for providing Ukraine with security guarantees, similar to NATO's Article 5 collective defense provision, but without direct NATO membership.

Italy's Prime Minister Giorgia Meloni proposed a format of collective security guarantees for Ukraine that doesn't involve NATO membership. This approach is intended to be a collective effort involving the United States, Europe, and Ukraine.

Turkey has offered to provide maritime security guarantees for Ukraine in the Black Sea. According to RBC-Ukraine, Turkey stated it wants to take responsibility for maritime security. Besides Turkey, countries involved in these plans include Hungary, which has expressed readiness to host peace talks, as well as EU member states that are discussing intensified military support and sanctions against Russia during meetings in Copenhagen.

NATO continues to provide weapons and ammunition aid, support Ukraine's defense industry, and is involved in training and advisory roles. Rutte detailed a two-layer approach to Ukraine's future security. The first layer requires the Ukrainian army to be strong enough to defend the country in the future. The second layer should be security guarantees provided by Europe and the United States.

President Donald Trump confirmed U.S. participation in the security guarantee system, emphasizing that European countries should bear the primary burden and ruled out deploying American troops to Ukrainian territory. Rutte expressed satisfaction with Trump's decision to prioritize ending the war and include the United States in security guarantees for Ukraine.

Details of the security guarantees are planned to be finalized within 10 days, according to Zelenskyy. It's still too early to say exactly what the outcome will be, but it's clear that the United States will be included in these efforts. NATO is proudly participating in the entire process, according to Rutte.
