Unveiling of Action and Measure Strategies for Transport Advancement

Passau, a picturesque city nestled along the Danube, is taking steps to improve its traffic infrastructure, focusing on cycling, digitalisation, and pedestrian safety.

Some measures, however, are not being pursued due to insufficient positive impacts or current legal constraints. These include the North Tangent, the Oberhaus lift, the Granite Railway, and the Water Taxi. The truck ban on the Thann bypass, which would positively impact traffic flow, is also currently unattainable due to the current legal basis.

The city is moving forward with the renovation and expansion of bike paths. For instance, the L214 cycling path segment is undergoing renewal, and safer junctions are being constructed to enhance traffic flow and safety for cyclists. Temporary traffic management changes, such as adjusted one-way streets and construction-related detours, are part of these initiatives. The aim is to improve the bike traffic experience and safety by October 2025.

Digitalisation in public transportation and the establishment of a combined transport area are measures being implemented. Unfortunately, no significant traffic relief is expected from P&R concepts, which are, for now, on hold.

The expansion of the bicycle traffic network is based on the 2012 Traffic Development Concept and the recently completed Action and Measures Concept. The city's main pedestrian network is also being improved with above-ground crossings instead of underpasses, crossing aids, pedestrian-friendly street space design, and pedestrian-friendly traffic signal control.

A notable addition to the bicycle traffic network is the connection point bicycle link Passau - Neuburg/Fürstenzell, along with a signage and wayfinding concept. Plans for an additional Danube bridge at Racklau are currently not being pursued due to uncertainty about its impacts.

In a significant development, the forecast horizon of the current traffic development concept has been extended from 2025 to 2035. The Thann bypass, originally planned for connection, is being put on hold due to local construction developments.

These initiatives aim to make Passau a more bike-friendly and pedestrian-safe city, enhancing the quality of life for its residents and visitors alike.
